相信许多人在申请申根签证时，都有听说过Visa Information System (VIS)。VIS允许申根国家交换签证数据。它由中央 IT 系统和将该中央系统连接到国家系统的通信基础设施组成。 它处理与访问或过境申根区的短期居留签证申请相关的数据和决策。该系统可以执行生物识别匹配（主要是指纹），用于识别和验证目的。在申根签证的申请中，他的一大常见用途是保存申请人的指纹信息（这样申请人每5年只需提供一次指纹）。
在VIS的介绍中，也有提到“数据在 VIS 中保存五年。该保留期限从签发的签证到期日、做出拒签决定之日或做出修改签发签证的决定之日算起。任何人都有权了解他/她在 VIS 中的数据（Any person has the right to be informed about his/her data in the VIS.）。任何人都可以要求纠正有关他/她的不准确数据并删除非法记录的数据。”但互联网上却难以查找到有关自然人如何向移民机构获取此类数据的流程。在本文中，笔者尝试向法国驻中国领事馆申请了自己先前申请的申根签证的个人数据，也在某种程度上解答了“VIS中是否会保存提交的旅行计划等辅助文件”的传言。
提交数据导出申请
以法国为例，根据cnil（类似香港的隐私专员公署）有关VIS的介绍里，如果申请人居住在在法国以外，相应的数据导出申请应该向当地的大使馆提出。因此，笔者先向法国驻广州领事馆的签证相关咨询邮箱（[email protected] ，可以在 https://cn.ambafrance.org/-Consulat-Canton- 找到）发送了VIS相关的咨询邮件（法国领事馆的自动回复邮件提到咨询时必须带上全名、出生日期、护照号码和电话号码等信息，否则可能不回复，不清楚这是不是必须的）：
Dear Consular Officer,
I hope this message finds you well. My name is [NAME] (Date of Birth [DOB]), Passport Number [PN]), and I applied for a Schengen visa through the French Consulate in Guangzhou (VISA No. FRAXXXXX). In line with my rights and following the instructions from CNIL (Commission Nationale de l’Informatique et des Libertés https://www.cnil.fr/en/visa-information-system-vis ), I wish to access the information about me entered into the VIS and any other national data system that stores information related to my visa application and entry/exit record.
Could you kindly guide me on:
• The appropriate contact or department for this request.
• Any specific documents I should provide for verification.
• The necessary procedures I should follow.
I truly appreciate your assistance and patience in this matter.
在几天后，笔者收到了领事馆的回信，提到需要给领事馆寄送一封包含护照复印件，身份证复印件和签名申请书的信件，随后会帮我把请求转发至法国本土（Please send us a formal signed mail stating your request with a photocopy of your passport and identification and we will forward this to the headquaters in France）。
随后，笔者准备了护照复印件，身份证复印件，签证复印件（黑白即可），和一封申请数据导出的信件。申请数据导出的信件是参考斯洛文尼亚的数据导出申请PDF写的：

According to Art. 38 of the Regulation (EC) No 767/2008 of the European Parliament and of the Council of 9 July 2008 concerning the Visa Information System (VIS) and the exchange of data between Member States on short-stay visas (VIS Regulation) in connection with Art. 15 of the Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation), I hereby demand:
- Information about the personal data relating to me being processed in the Visa Information System (VIS).

随后附上自己的个人信息：名字，护照，地址，生日，国籍，签证号码
笔者将这些材料用挂号信寄出，并写了一封邮件提醒领事馆。
收到导出的数据
在一个月后，笔者再次收到了领事馆的回信，并随附了一份PDF，里面包含了导出的VIS数据。
文件包括5个章节，分别是照片，申请人的基本信息，申请人的公民身份，旅行证件信息，签证信息（打*号的地方是有信息的栏位，但隐去了个人信息）：

总结
可以看出，VIS导出的信息中仅包含了申请人本人的证件信息，以及申请国家的邀请人信息，除此之外并未包括更多的有关申请时提交的旅行计划，机票预订等附件。但不排除审核的大使馆/领事馆会单独保存此类附件于其他的地方（但至少应该是不与其他申根国家的审核机构互通，也不会显示在边检口岸的官员处）。
